I think both artists and scholars make a genre because it takes different kinds of people to come together and put together similar works or arts that are like each other. I also think students, teachers, and ordinary people all help to create a genre also. A genre functions because the writing or art has similar features and characteristics. It is an expressive style of writing toward a certain thing. It maybe a newspaper, story, or essay that has the same type of genre. I also think it functions if it all has similar ideas.
